The discrepancies between mental and physical masculinity/femininity, being the main topic of discussion, are differentiated easily by referring to the mental as "gender" and the physical as "sex". I'd argue you're confusing causality. Transgenderism causes the dysphoria.
Transgenderism is when you change your sex. The desire to change your sex is a result of the dysphoria.

It is important to note that gender nonconformity is not in itself a mental disorder. The critical element of gender dysphoria is the presence of clinically significant distress associated with the condition.
In short, the people who wrote the definition of "psychiatric disorder" categorically reject the statement that a transgender identity is intrinsically disordered. Thanks for proving me right. And anyway, just because some association says it's so, doesn't make it so.
