As with all UN games, there's no "pause" like that. When it's like 3am-4am, you can still make decisions and such, but time will progress much, much slower than it does now since so many fewer people will be online. As always, though, there's no attacking or instigating players who are away.

The incentive for unemployed members to find a job boosts infrastructure in Ukraine. 11,500 failed to do so, however, and have been conscripted.
