There wasn't a minimum wage in the Victorian London. Again, they shouldn't have signed on to work with a guy who is known to be an arse, nor should they have accepted pay that was unacceptable.
I have no sympathy for them.
It's no secret poverty was really high in that time period and location. People were lucky to get a job at all, and the only "labor laws" were the free market. They could legally be getting paid less than they needed to survive, and it's not like they could do anything about it. Scrooge is the embodiment of every amoral business owner back then who preyed on the poor and exploited them for personal gluttony. He's a pretty cut and dry evil person before he changes.
