I assume that amount of active members on Sapphire is much less than on Sep7agon due to people unable to view your boards(board, forums?) except Guest and due to moderators and admin keeping place safe or I would say "sanitized". Considering that, 150/active users on Sapphire == 800/active users on Sep7agon (by comparison).

I see a tautology here Intention is the defining trait.
On one hand I agree with you, art is a way of artist to communicate his thoughs, emotions or whatever else he put in his artpiece. On other hand artpiece is not always taken in the way artist intended to, but still it is considered art by viewer, since viewer found something in it. From this perspective, artpiece is art due to in what different ways we can see it, regardless of any intention of artist. Intention is still important trait, but not the defining one.
