Preserving an old style is not the same as playing a game that's all janked up. That would be like playing a movie on vhs and it eating the tape every thirty seconds so that you have to respool and play again.
But using a less powerful graphics card is not that much of an inconvenience. Weirder artistic decisions have been made.

There's a movie called Mommy that's shot in 1:1, rather than the standard 1.85:1. It does this for reasons I can't explain without spoiling the movie, but it's a really weird aspect ratio to use, because it's a perfect square. It doesn't hinder the experience at all, despite not being the ideal for other films.

For certain single player games, I can easily see the experience being enhanced in some obscure way if the game ran shittier. I could also make a game that intends to run shitty for some artistic purpose. Once again, filmmakers do this all the time. Star Wars: The Force Awakens was shot in 35mm rather than IMAX specifically to match the visual aesthetic of the original trilogy.

If I'm watching old Super 8 films I made when I was a kid, I'm watching it on a shitty VHS player with a CRT. I wouldn't ever convert the footage to a superior format, because I want to be sent back to a simpler time when such things didn't exist.

Depending on the project, you might want to use something underpowered for the sake of authenticity. You could have a game set in a certain time period where a 1070 didn't exist, so to reflect that, an artist may choose a 970 instead.

Auteur filmmakers do this sort of thing ALL the time.
for a film where youre picking a camera or the kind of film stock you want to use, sure, even modern varieties of cameras these days have different characteristics where one would pick one over another but in 3d applications such as games where the same code can perform differently if you played through the same bit 50 times, nobody would be able to tell if something was running on a 8600gt or intel HD5000 integrated graphics, likewise nobody would be able to tell if something was running on a 970 or 1070  or rx380 or SLI 760s if it was any game over 2-3 years old - the game is the code and developers will strive to achieve maximum performance for the smoothest experience in their software, they won't make that choice, at most they'll need the parts if they want to fix any bugs associated with that particular piece of hardware

otherwise there is no analogue differences or quirks this hardware would have that would see any difference whatsoever for the sake of "authenticity" of hardware in this case, because the next card is literally almost always a linearly better, more performant version of it's predecessor, as opposed to even digital cameras where some sensors handle the image processing differently or have specific lenses only available for that model. an easy way to put it is that any newere GPU counterpart to its predecessor is always an upgrade, whereas filmmaking equipment that has a lot of characteristics that could affect the picture are sidegrades; a GPU has none of these

in any case, im pretty sure there is no development studio in the world that would pick worse hardware over better hardware if given the choice, it raises the ceiling of power they can use for software development, and if they truly wanted to make their game run worse, they could easily just write shitty code, or just put an fps cap option in their game that lets you type any number you want

You can make a game that looks like shit and play it on a 1070. It'll run better and have less issues, but it'll still look like shit if that's the artistic style.
