The guy I watch just beats the Elite 4 ASAP, without the use of glitches or anything.
There are "catch 'em all" runs, but they're a lot less common for obvious reasons.

Nope, not without breaking the rules of the game. The only thing they allow you to "skip" (as far as I'm aware) is the Marowak battle in Pokรฉmon Tower. You can actually use a Pokรฉ Doll during that fight and skip the battle entirely. This is considered by speedrunners to be a sequence break, not a glitch, because the doll is being used for its intended purpose.
