There's no way to say this without sounding really pompous, but I don't generally have too much trouble fighting any kind of enemy, because once you figure out their pattern, they immediately become easy.
The medusa heads from Castlevania are often considered one of the worst enemies ever, but they couldn't be designed any fairer, to be honest. They bounce and undulate around in a very predictable and easy to identify pattern, and any failure to pass them up is your own fault.
So, I guess it would be any enemy that doesn't have a pattern, or behaves randomly. I can't really think of a good example, though.
