I personally don't think it should necessarly be free, but it should be very affordable. I quite like the way it is arranged in my own country. My education at a top level law school (for both my Bachelor's and Master's in Law) cost me less than $1000 a year including tuition, books and other such expenses. This is the same for pretty much all Belgian and European students, regardless of what they decide to study. If this would still be unaffordable, you can sign up for benefits and receive government support.
So doesn't have to be entirely free, but a higher education (to a certain extent) should be a real possibility for everyone. 6844

Update: despite all of your better judgment, I did end up going with a 2DS. It may be ugly and doesn't fold, but I couldn't pass up on this deal. A local gamestore had a 2DS with pokemon Y combo pack + additional memory card + carry case for $80. Cheapest 3DS (even the oldest and smallest model as a second hand device) I found both on and offline cost over $120 without having any games included. The 2DS may be somewhat crap, but I don't plan on using it for that much anyways and this was just a pretty damn good deal.
