We were already working on updating the rules and felt that it would be best to release the new rules and moderation system all at once, rather than continuously making brief changes that few people would even notice. I agree that it could've been dealt with better, but since we didn't want to go around sanctioning people for something that wasn't even part of the rules and since we wanted to get the updates all out at once (and not change one rule for a few days before completely revamping it all over again), we stuck with the old regime for a little longer even though we had already made up our minds. Perhaps not the best solution, but anything we would've done would have had its downsides and was sure to have some people complain. We went with what seemed like the best idea at the time. 10569
