The reason is that it's supposed to be something to strive for. A little reward for users who've spent enough time online, have made enough posts and have contributed in such a way that their karma rating is up high enough. It's an incentive for people to come back and be active.
Besides, 3000 posts really isn't that much. Just have a few conversations here and there and contribute something to most threads, and it really doesn't take that long.

The guy on the motorcycle? I'm assuming he's another alien (her superior, in all likeliness) who's there to keep her in check. I'm guessing he's the one who killed the woman at the start, who's actually another alien and whose place is being taken over by Scarlett Johansson. The whole movie is about her realizing that humans are actually more than just food, so she tries to identify with them and perhaps dreams of becoming like us. It's a movie about ourselves. We are what's under the skin, and the movie is showing both the good and awful we are capable of, all from the POV of an outsider / alien.
