It's really good, but it does lag a lot and I've ran into a modest amount of bugs.
This on PC? I've not experienced any lag or many bugs (bar the save glitch, but that's been patched for PC and will be soon for consoles)

I was told this game was going to be leagues above DA: Inquisition, and so far it's about as enjoyable as Fable III is.

Inquisition is designed really bad. It's padded as fuck with shitty MMO-esque side quests just to make it longer than it actually is

Don't bother with going back to WO. Just make sure you do all the low level quests, follow the Keira Metz subplot, find the Griffin school gear and don't go to Oxenfurt or Novigrad until you've levelled up to at least lv 10 in the rural areas.
His problem is that he has the starting gear still, which he should've ditched a while ago. He needs to go back to WO to get better gear so he doesn't get arse raped in Velen.
Tbh I managed fine with the default torso amour up until I got the griffin armour, the more he explores the more he'll find. And as long as he never tries buying his armour and weapons he'll be fine, the trick is to get everything crafted-the dwarf at crow's perch is great for armour.

For weapons, there's one in a village somewhere that's not half bad too. I only ever bought ingredients for my armours and weapons, better that way.
I know how to play the game.

He should explore WO to get better weapon and armour diagrams. It'll help him not suck complete dick in Velen.
Perhaps, although I found it unnecessary. WO is merely a tutorial area, and so as expected it's offerings are not much of an improvement. All he needs is patience in combat and to aggressively explore and then sell his wares. I've over 6000 coin through no more than exploration, as well as full enhanced Griffin armour.

That's the thing though, even the low level quests in Velen are infuriating. Hell, I got bumraped by a pack of lvl 5 wolves for a fetch quest the other day. It's not even the difficulty that bothers me. It's the fact that acquiring gear is an absolute puzzling chore.

It's pretty annoying. Why the fuck should I have to do side quests just to get powerful enough to complete the main quest? And why don't main quest missions reward me with gear for that matter? Isn't the whole point of an RPG about choice?

I really hope the game gets better as I progress, because I'm not particularly impressed with some of the design choices so far. I was told this game was going to be leagues above DA: Inquisition, and so far it's about as enjoyable as Fable III is.

And think about it logically; why would people reward Geralt with anything but coin? He's a witcher, he does jobs for monetary pay. If you want gear then explore. Run if you need to, fight on horseback against human enemies and wolves. If you must fight on foot, dodging is a must and you should only strike after stunning with signs-Igni is my favourite.

The more you explore the better gear diagrams you will find, then find armourers and blacksmiths and craft said items. Don't pay them for weapons for armour-only for ingredients.

Oh, and you'd better meditate at every opportunity you get, you'll need those potions at max whenever you fight and it's your primary way of getting health.

When you look to the side while walking on Xbox one (for me at least) it lags like a bitch.
Frame pacing is fucked because it has an unlocked framerate.
But the unlocked frame rate doesn't cause dramatic drops in fps. It allows for fluctuation from 30fps up to 40fps and occasionally up to 45fps- which I don't mind as it's an SP only game, getting consistently over the best performance is not a great priority.

Unless you are referring to the cutscenes, that's just CDPR's fault-the day one patch has done that. It is noticeable on the XB1 version (though not really on that video)
