With soldiers volunteering to be Spartans you have a near limitless amount of people and it takes them less longer to become Spartans than it would with kids.
But those that do survive are the very best, and the selectivity is part of it-the concept of spartans was named after the real-life spartans, so in that sense the 2s are the closest to a true spartan
Them being good still doesn't change that the program can be looked as a failure due to the causality rate and they weren't using soldiers which hinders the amount of people they have to become Spartans. The other thing is that they picked kids by genetics which greatly hinders it.
The Spartan 2 program is like the Tiger tanks. The Tiger 1 was a good tank against other tanks but it was a failure due to the failure rate of them. So the Tiger 1 can be looked as the augmentations. Then there are the Tiger 2's which can be looked as Spartan 2's. Sure they were great in combat but the rate they produced them was far too slow and they didn't have much of an impact. The M4 Sherman and the T-34 which were mass produced had a greater impact in the war than the Tiger 1 and 2's due to the rate they are pumped out. The Spartan 2's just like the Tigers took to long to make and they didn't have much of an impact in the war. Sure there is the MC that did his shit but as a group they wouldn't be as successful as what a group with larger numbers would be.
To say the S2s had little impact is just untrue, even excluding Chief there's no doubt that the UNSC was shielded and prolonged by the S2s-but I understand your point. The question was who are the true spartans. The S2s are, they are the iconic warrior in their time and fit the original spartans well (including the negative traits). Just because they are the "true" spartans does not mean they are the best
