The idea came from a conservative blogpost on how the GOP could get Mexico to pay for it. The fact that Paul Ryan has not acknowledged any specifics on the spending leads people to speculate that there is no plan for Mexico to recoup us the cost. Isn't the idea to get it started with US funds and then recoup the costs from mexico via outgoing transactions (I forget the term you guys use for it) and the aid budget, if they won't pay up?
