Things like mental illness and socioeconomic pressures truly transcend culture - rehabilitation is not a specific structural or constitutional guideline, but a broad remedial process.

Whether or not you think Norway's methods would work in America - for whatever reason - it's quite clear that their fundamentally different ethos works.
