But it's been like that since Morrowind.
They try new things, and they learn from it. I expect with the experience they got from Fallout 4 the next Elder Scrolls(which has been confirmed for development) will have a completely different combat system and...hopefully will learn a thing or two on the dialogue.
I'm just glad that they're somewhat recognising that FO4's dialogue system was ass.

The Elder Scrolls 6: Skyrim 2
-Voiced protagonist: Male voiced by Troy Baker or Female voiced by Laura Bailey
-Nord is the only race available
-One dialogue option which merely continues the conversation with autodialogue
-Three skills: Sword, Magic, Bow. Perks for each skill are automatically unlocked
-Each city is now a settlement that you have to build up
-All named NPCs are essential unless a quest tells you to kill them
-Faction storylines consist of completing a set amount of radiant quests before the final quest where you end up becoming the leader
-Lore from previous games is ignored where convenient

Bethesda honestly needs to do a Call of Duty thing with Obsidian and switch companies between every other game. They could have a system where Bethesda releases the new engine, gameplay, etc with their new Fallout, and Obsidian uses that code to make their more story driven one. It worked with F3 and FNV, I don't see why that trend can't continue.
It would make sense to have Obsidian work on West Coast Fallout and Bethesda the East Coast. Obsidian have even said they'd be up for another Fallout.
