No. It all depends on the style of filming really. Whether one is filmed on set (Big Bang Theory) or on location (Modern Family) is the determining factor.

Filming on a set gives you the space for a live audience but laughter may still be edited in after a few takes since the crowd won't be giving the same response. Practically all sitcoms filmed on a set have audiences believe it or not.

Filming on location doesn't give you any room for an audience and a laugh track sounds ridiculously out of place regardless.
