Pretty simple really. Hate speech is speech backed with intention to inflict hatred, condemnation and vilification of arbitrary traits such as race, gender, sexual orientation etc etc.
Should hate speech be ridiculed, discouraged and mocked in open discourse? Absolutely, and I will take that sentiment to the grave with me.
It should not however, be restricted, censored or banned because it may end up harming the delicate sensibilities of a select few. When you clamp down on speech regardless of how insensitive it may be, you end up on a dangerous slippery slope pattern of what can and cannot be said in the dialogue of society.
Hate speech can be pretty fucking subjective not to mention. What 'hate speech' is to Muslims for example, is pretty much just criticism of an ideology to us. Hurt feelings should never be a justification to curtail speech.

Failure to act on racism promoted by the community in an educational environment due to ignorance or unwillingness is institutionalized racism. It doesn't mean there's some Georgian professor cracking a whip at his black students while he taunts them in a southern drawl, it means that there is a willing sense of ignorance about racist acts being committed by students on campus - such as the cotton and the swastikas.
The only way I can see this being accomplished is by implementing a fascistic set of rules that penalizes off-colour comments made in the privacy of a social gathering. Got some news for you, that isn't the university's job nor responsibility. I don't even think that's a job for the police either.

What exactly is it about Islam that makes it seem so more prone to violence? I'm only recently starting to consider the possibility that it's actually not just the crazy people, it's part of the doctrine.
