The race that built it would be long, long dead by now. And since we haven't seen any other Dyson Spheres in the area, it was probably the only one they built, meaning when the energy is consumed they died because of lack of FTL travel.

Today I met first ever American girl foreign exchange. As expected, she was loud and opinionated on subjects she had no in depth knowledge of. The empire reached critical mass, it would have fallen regardless. By the time it did implode the 'Romans' stationed in Gaul, Germania and Syria had more in common with the native people than Rome itself. The empire had power centralised if they just spread it out a bit more things would have been better.
