Chaotic neutral? No, not at all.
He's not even like Freiza. Freiza was a tyrannical space dictator, Broly was a seething mass of rage that only wanted to kill Goku.
...And then the rest of the universe. He did say that he chose Goku to be the first of his victims, implying he was going to kill everyone else too.

Am I the only one who just isn't hyped? I didn't see "Battle of Gods" because I expected hour long fights, filled with hour long dialogues right before a fight.
Was it paced a lot better?
It had a short fight at the start, then amusing shenanigans for another hour (which, yeah, consisted mostly of talking, but this time it was actually interesting) before a fuckin' awesome last fight in sexy CGI.

Most of the posters have minor characters in disproportionately important positions. Like the second Broly movie, which has Goku placed front and center alongside Gohan, despite getting all of one scene in the film.

I had a really interesting discussion with a friend about this a month or two ago.
The short answer is no, but certain patterns are so complex they're near-impossible to predict. I once saw an experiment where there was a jar full of two hundred marbles, and somebody was blindfolded and told to reach in and pull one out. No matter how irregular they reached, there was apparently always an unconscious pattern in how they reached into the jar. Even in a similar exercise with a computer, the computer still did not choose with absolutely no pattern.

The odds of one tiny piece of rock floating in space having the perfect conditions for so many forms of life to exist on are so astronomically low that the implication of some Higher Power orchestrating the whole thing don't seem that illogical, in hindsight. It's certainly a more feasible explanation than 'everything just sort of ended up like this'.
Doesn't necessarily mean it's the Biblical God though.

The odds being in favor of something guarantees nothing. Consider the countless factors that could end in a multitude of ways, and then consider that only one particular combination of those countless factors will result in a single planet capable of supporting life. And, of course, even if every condition is met, there's still no real reason for life to exist on that planet in the first place. 'We just got extremely, improbably lucky' is a possibility, but it's not any more logical than 'somebody set everything up and put us here on purpose'.
