MGS4's cutscenes are derided for the complexity and length of exposition they're trying to jam into what's supposed to be the resting point between levels, and the fact that it's mandatory to have played the previous few games to even begin to understand what's happening. They're trying to do too much too slowly, and it's difficult to care about what's happening when you don't really know what's going on and just want to get back to shooting stuff. MGS has always offered both story and gameplay, and while there's plenty of gameplay it's clear Kojima just wanted to wrap up every loose plot thread in one fell swoop.

Telltale's games, however, are more interactive movies than actual games. They've never offered actual 'gameplay', and that's never been the selling point. The story itself is what you're there for. That's why they're lauded for doing, essentially, the same thing: because there was never any illusion of doing anything else.
