Because that'd make a significant difference.
An extremely weak universe is still an extremely weak universe even if they have extra extremely weak numbers on their side.

Even if a MAC round can total any ship from Mass Effect, they can only take down one ship every few seconds. Yes, numbers make a difference.

The UNSC doesn't seem all that powerful because.....well they still use stuff we use today, just slightly more futuristic. Like bullets and Jeeps (warthogs)

On the ground, the UNSC is laughably underequipped. In space, not so much.
