I would say Hardline but I kinda saw that coming before release. I would say Order 1886 would be the worst. Looked interesting from the trailer, then it appeared to be cutscene crazy.

Whenever I fast travelled there, there was always a group of Mirelurks or Deathclaws hanging out by Dukov's building. It might be different in your playthrough idk.
Yeah, that was because... Quest Spoilers Ahead After the Enclave make their appearance at the Jefferson Memorial/Purifier a mini Enclave base is supposed to be set up outside Dukov's place. Prior, the Enclave Controlled Deathclaw just spawns as a normal one with no cage or Enclave shit present, I think to save time coding all the crap to appear.

It wouldn't matter too much what the capacity of the clip was, with a gun you can just order people to line up and then go all Schindler's List from there...
But I agree with what Flee said, one state imposing strict controls, whatever they are, will just mean you'd go next door, grab the thing, then come back.
While I will say gun control won't outright stop shootings, small obstacles for criminals and civilians alike can be enough to lower the frequency of them. Weapon/accessory bans coupled with waiting periods and screening can be enough of a disincentive to stop Mr. Average Joe Citizen going out and shooting up his workplace in a burst of rage if he suddenly snapped, saving a few lives and himself. Might not outright stop a hardened criminal with psychopathic tendencies, a fetish for killing and a mind to get around such laws, but who ever expected a simple law to prevent everything bad from happening?
But hey, what do I know, I'm from an Island with strict gun laws and surrounded by other countries with similar laws.

Oh, and the Cold Blooded Pro glitch from that game was also hilarious. Once you unlock Cold Blooded, you can go into the next match and immediately get the Pro version almost instantly when an enemy helicopter was above. This glitch to my understanding was never patched.
It was to an extent, but it could still be easily gotten by shooting a heli/harrier with an AT4, then pulling out an LMG of choice and the bullets would count as takedowns.That still hasn't been patched. My favourite one was probably the reload cancels, or the sped-up reload of a non-empty clip of Gewehr 43 w/ silencer in CoD:WaW for no apparent reason. This thing could be reloaded in just over a second if you reload cancelled just right, and made it really fucking dangerous especially so as there isn't a fire rate cap for it. This glitch also still holds true.

Actually, I've had more thought about it over today, and I have a sorta plan. Ask girls who would go out with me then and there, and make a mental note of who said yes. As for the many, many rejections expected, ask why in the hopes of a legit answer. Then when it all reverts to normal take my chances now that they are vastly improved.
Similar to Groundhog Day, except just a lot more self-serving.

It won't get them banned but in theory it's supposed to improve matchmaking processes so everyone is fighting the same skill level.
E.g. One player wrecks everyone else in FFA. Naturally everyone else will "report" that he's too good, while the good guy will say everyone else is too bad because they were running into walls, fragging themselves, etc...
That's not how it works though as you need a TON of reports for it to accurately measure you (so it can't be abused by one person saying everyone's too good and getting matched with noobs), and seeing as rarely anybody has time to bother reporting everyone for every match (other than the angry losers who might just actually report them for "cheating"), it's a pointless feature that was supposed to save MS some work by offloading it onto the community.
