False. It is actually displayed as white and gold for some people, and will then change color over time. The colors being displayed on their monitor are actually white and gold, so what they are seeing is correct. It does not matter that the dress is actually blue and black, if white and gold are the colors being displayed, then they are right when they say that is what they see. The colors aren't changing, and unless their monitor settings are completely messed up, it'll be displaying a range of murky blues and muddy browns. The issue with it is how some people perceive light and colors; people that see white and gold can't distinguish between hues as well as those that see blue. The confusion they get (the apparent color change) is their brain reconciling inconsistencies it's receiving from the eyes.

Of course, lighting in the room matters. An abundance of yellow light will wash out the blue tones and lead to the mistake.
