Technically you can create both, its hard to point out the origin of either. In any case a copypasta is just as much a meme as a picture with words on it, albeit the internet's use of the word is a little different than the original Anthropological/Sociological meaning. Meme's as the internet tends to define them are forced, and created specifically with that purpose in mind.
