My guess would be that few people in that position are content in staying there forever.
So I'm gathering there's around 4 people who could and 5 who couldn't pay a $1000 emergency without having to go into debt. That's (slightly) beating the odds. Do you guys see this changing any time soon and do you have plans to accomplish that?
It's a mixed bag. When I was working, yeah I could cover costs for a bit. Shit happens, and if it gets really bad you could always borrow if you absolutely had to. That's what I did when I had to fix my old truck just after I moved to Utah. Had to cover 5,000 in repair so I took out credit till I could withdraw money from an insurance account to pay off the credit. Right now when I am unemployed? Yeah, I'd be fucked through and through. Had I not sold my old truck I would be up shit creek right now. Unable to afford my truck payment, and unable to afford tags. I guess this whole time of being unemployed has been an "unexpected expense" in that I am at a net loss each month. Till I get a new job, be it here in California or out of state, I am going to really be in trouble.
