Well, for starters, there are two species of chimp. The regular chimpanzee, and the bonobo. Regular chimpanzees would be too aggressive to to perform this stunt, however, the bonobo are significantly more relaxed than regular chimpanzees, and often, solve problems by having lots of sex instead of fighting. So, already we know that the bonobo are more relaxed, but they're also good at getting into position.

Now, the average size of a troop of bonobo or chimps consists of about 10 members, with one alpha male. So, for the sake of simplicity, let's say the group consists of five guys and girls. That means in total there are three troops of bonobo that will be forming the hat, with one group containing only six split into three of each gender.

Now, females have alphas too, so as such, the directing control group would have to be composed of more females, specifically alphas. They could direct the females of each group into position and then lure the males into their corrosponding positions with the promise of sex.

I think, if you took the alpha female out of each group and had them direct the show, you'd only need three because we're using three troops of them to construct a bowler hat.
