Did the white walkers have that giant mile long chain and collar laying around just in case a dragon shows up?

Seen some comments about how they were near Hardhome, a port town, which would have chains for ships. But the real answers is to just turn your brain off and enjoy it.
That makes more sense than the explanation I came up yesterday. I told myself that the White Walkers used their army to mine iron ore and scavenge for iron whatnots to melt down and use to forge this chain out of. The sad thing is that them finding links of chain is a problem as well due to the size of the thing. Due its length that means they forged the links together which would take a deal of time to do and the collar itself most likely had to be forged.

Due to the chain needing to found, linked together and brought back along with a collar being crafted, that there would take a good deal of time to due so that lake would have frozen over.  If I remember correctly the impact spot was still broken up which means that chain and collar was either created withing hours or they already had it with them. The army of the dead could have kept the ice broken up though until it was crafted, but that's still a good deal of thought the viewers are supposed to come up with.
