He and his elite are grandstanding to maintain the tension and keep themselves in the wonderful situation of power and wealth they're in right now. The West won't do anything because it doesn't want to destabilize the world economy and the current status quo between China, US, EU and Russia, and because it's aware of the huge potential loss of life of innocent North and South Koreans. Both sides know this of one another. The West knows NK won't do anything or Kim will lose everything in an instant, and NK knows the West won't do anything because it's a huge risk to millions of lives and the world economy / international relations. And then there's also this little thing of nuclear war in the area that pretty much everyone is hoping to avoid.
