Hindsight is 20/20. For every terrorist attack you stop using this method, you would have wrongfully jailed hundreds of thousands more and wasted countless hours of police time.

"Suspicious" literally means their ethnicity here. He should have done exactly what he did, because at the time, all he saw was a group of foreigners. It's far from "rational thinking" to call the cops because a group of sketchy Muslims is walking down the street. If he saw a group of people holding a bomb, then he should of course call the police regardless of their race.
