All of them are arguably better than 3's, but the weakest is probably Honest Hearts.
The order you play them in though (they're connected in story) is
Dead Money
Honest Hearts
Old World Blues
Lonesome Road
I'd say don't play the first one until you're at least level 15, and then just go in that order. Otherwise some of the buildup the DLC (and base game does) will be lost on you.

Alright so modded my Fallout to a degree. It runs at 60fps, is stable, texture pack, ADS, radio, characters, weapon texture packs, etc.
Only odd thing is it crashes when I try to change my eye color in character creator but THAT'S it. Idk why of all things, THAT'S the thing that triggers the crash.
At least that's all I know so far. Could be other things but I have yet to extensively play it.

I ran it fine to test it out and what not. So hopefully yes.
And Yeah Verb I did, but I reverted to 7 for a few reasons, primarily because Windows 10 completely nullified a few things I had (which I fixed for when I go back), and I just didn't like it for the time being. I still plan on going back when I need to, but for now I'll just stick with what I'm more comfortable on.

I don't see how it would have been much different, really. Things like art and culture might look different, but I don't think we'd be any more or less advanced socially or technologically, at least not by a great deal.
You really need to take a huuuuuge look at history, the regions, and everything it has effected. It would be insanely different from a cultural aspect.

I mean they're neat, but they just don't fit the universe/canon when I want my typical Fallout. NCR is supposed to be like WW1 boys, not America in Iraq.
I know it's not good for immersion, but I like how it looks more than that.
Plus it's hardly the most canoe breaking mod I have.
Yeah, I'd definitely get it if Fallout 4 wasn't so close, and I was wrapping up my current playthrough. It looks nice. I'm mainly just nit picking.

Yeah, you need the HD face thing you have and then you add that one on top. It meshes well better in my opinion too, because ultra HD faces on textures that aren't as high res, seems very... out of place to me. Edit: Only out of place thing is no scar on your characters face (in fact create a character for your person is basically meh. But you're in first person like 98% of the time, so yeah).
