Anyone who thinks any one answer IS the answer, is wrong. This stuff happens for a combination of reasons. Be if easy gun access, radical ideology, mental health issues, and a combination of all sorts of things.
It's always easy to blame it on one thing (even if it does play a part into it), but we shouldn't ignore the other issues our nation faces. In order to change things, we need to accept there are multiple issues we need to address, and we need to work together to get it done. Not tear each other apart.

How does power armor handle damage wise? Is it like Fallout 1 and 2 which normal melee attacks and small arms do nothing to you or is it like Fallout 3 and NV which everything no matter how small damages you?

Given how bad Fallout 4 looks in comparison to other 2016 big budget titles, I would hope yes. Not only for looks, but because I don't want to have to deal and expect the same things that happened in Oblivion, will crop up in Fallout 4.
