Obama did very little. Bush signed the bailout package well before Obama took office and set most of the recovery in motion. It's not really a partisan thing though, any president would have done it.
Didn't know the Bush thing. Will read more into it later. I would think Obama still sure as heck helped it via the Stimulus Package, though opinions on that are all over the place.

I'm not exceptionally knowledgeable in the field of how tuition works with colleges and all the work arounds in it, but I do know if you're gonna make it "Free", you sure as hell are going to have to find a way to pay for it.
