It's been a series I've wanted to get into, but I'd mean I have to play the 1st and 2nd one and gawd do I not have the patience for that.
You don't really need to. The story isn't that connected to the first two. The only thing you'd have no understanding of is some returning characters, which have a quick background overview in the booklet that comes with the game anyway.
You should play TW2 anyway, because it's really good.

NV they were already rebuilding, but you have to keep in mind that in NV they were pushing into uncharted land with the NCR and all that. The places West of it were all fine and dandy.
