So I played a bit more Peace Walker (still am) and I got to the cutscene with Big Boss and Chico. I really liked it. Throughout the series you're hearing how "amazing" Big Boss is from the people he saw on the battlefield and recruited and what not. And in MG2 he's talking about child soldiers and molding them up and how they look up to him.
I feel that cutscene got it perfect. How he showed Chico about wasting life and asked him to join him. Really quality.

So long as you're above that small bar, you're fine. If you go under, you'll lose power, people will get sad, etc. Just stick above it. The lower it is the better, because it doesn't take as much to maintain. To do that, you just expand/upgrade your rooms.

Correct. UNLESS you build more rooms and negate your power. When you plan out expanding, take into effect how it'll take into the electricity.

Anyone know how to increase your stim and radaway storage? I have both at three rooms, but upgrades don't increase storage and I'm constantly rushing rooms hoping for fires so I can use stims up before another batch finishes. I think the only way is to make more, but I'm not sure.
To increase STORAGE you need storage room. As for Stims, you just need to rush/wait. You can always make new rooms of them. Make sure you have people with the SPECIAL for it in the right rooms.

Also I've begun to institute a caste system and relegate the peasantry to the lower floors whilst the fancy folks live at the top.
You'll be wanting to assign people to the room their SPECIAL's play best into.

Now is that actually a game or is it literally a record keeping app.
It's a legit game. It's called Record Keeper because the "story" (really isn't one, it's not the point) is just you keeping records of past FF history. You fight in the different FF worlds, the bosses. Each having its own battle/boss/victory theme. You get characters from the series, weapons, magic, etc.

Pro tip
Don't bother building storage rooms for a very long time. It's a drain on power that you could do without. I had 200 dwellers and max vault size with only 1 single storage room. Just equip your dwellers with whatever you have and sell BB guns.
Sell any gun that does 1-2 damage too honestly. It's a waste.

I had an issue where I impregnated every woman in my vault and when they all finally gave birth my vault collapsed because I couldn't support the expanded population.
Like it was posted above, be very deliberate about each and every one of your steps. Make sure you have enough resources for everything, and make your layout capable. All your rooms in one place, labs in the other, etc. Do NOT upgrade until you get a room with 3 width either (the max you can combine rooms), otherwise you can't expand it.

Beat the first boss (the APC) in Peace Walker. Overall, the game isn't so bad. My only problem is the frames (but it's a PSP port so go figure) and how easy it is.
The AI in this game is blind. Like, shockingly so. I'm glad in MGS V they're actually capable of doing stuff.
