Shepherd pups are usually quickly adopted, and no, it's definitely not legal or okay to kill your dogs.
I'd say it's definitely okay if done humanely (I don't think a puppies skull has good chances of surviving a .38).

Nice that you're playing it, but get ready to be disappointed by the "story". It pales in comparison to Black and White 1, which is the only Pokemon game to really HAVE a story.
This is my third playthrough of White 2, I know it sucks XP
I lost my copy of Black though, so that thrilled me.
Oh bummer. I still haven't beaten White 2, tbh. I just dislike the generation so much. The only thing that kept me going in the first one WAS the story.
