The common law right to keep and bear arms (which is where the right comes from, the common law; bill of rights is a codification of common law rights, not a creation of new ones) is and always had been for tyranny fighting and self defense (even before America, let alone Heller). Hunting is immaterial and has nothing to do with the right. If guns were only for hunting, then the government could happily take away whatever they wanted, because no, you don't need a gun to hunt. I see no reason to punish law-abiding people for owning a certain weapon, whatever that reason is, when that weapon is not even a problem within the society.

Because the law abiding people of today are the maniacs of tommorrow. Almost all school shootings have been committed by people who have legally owned guns, or their family has a legally owned gun.

Nonetheless, those designed to chamber .22 rounds have the least regulated legal status in the country. Like I say, I'm not particularly connected with the issue - nor do I desire to be - but I can't see a lack of necessity to something as a justification for banning or otherwise regulating that thing.
