Wikipedia is incredibly biased on the subject as much of the wikipedia staff are anti-GG shills that remove any attempts from #GG to try and present their side of the story. Internet Aristocrat actually has a bunch of good videos on the subject and Door is pretty much the resident #GGer on this site who can fill you in on everything iirc.
Wikipedia isn't the first source I looked up. And I smell bullshit. The fact that Door even supports this is already one of many red flags with it. Just checked XBL, 4 of my friends are online.
In all likelihood the Xbox Live servers are under a DDOS attack at the moment. MS is probably routing the traffic on to lower activity servers which is why only certain areas are feeling the affects of it.
Sucks, but it's certainly better than Sony's system where everything shuts down if the main server is targeted.
Well I'm getting the same error code but only after the account proofing has failed, which I did over a million fucking times on my main already. I got on my alt, surprisingly the same problem.
