I would cut all government support to people who have kids without a way to support them honestly. If you had kids and were economically stable, then shit hit the fan and you need help, sure. But no way are we forcing smarter citizens to pay for another child any responsible person would know they can't support.
All you're really doing at that point is hurting children who had no say in their parents poor life decisions. A better option would be for the government to just take the children and find them better homes.

If you're getting drunk, you're getting drunk. Pretty sure that's the whole idea.
If you're getting buzzed, you're still dysfunctional. Just mildly.
That's an extreme circumstance though that's reserved for 21sts. Normally I prefer to hover between the buzzed and drunk states kind of early so I can have a few hours to drink water and sober up enough to drive home. Or, you can... not drink, and never have to worry about it.
But there's nothing to worry about. If I decide to have a few more drinks when parting with my friends I will because I always have the option of crashing on the couch. And no, I'm not dysfunctional in that state as I still have 100% control over my bodily functions. Dysfunctional implies some sort of wild deviation from the norm. If anything it would be mildly impaired.

And the amount consumed.
The tolerance of the user plays into the amount consumed. For example I'm surrounded by light weight Mexicans that are fall over drunk after a couple shots of tequila and some beer while I can drink like a quart of jungle juice, a cup of vodka, a shot of whisky, a shot of tequila, and a couple beers and still be standing. I might not be all there in the head, but I'll be standing and have enough motor function to walk 1.5 miles back home without stumbling or falling over. That's an extreme circumstance though that's reserved for 21sts. Normally I prefer to hover between the buzzed and drunk states kind of early so I can have a few hours to drink water and sober up enough to drive home.

A blackops battleship bridged our stealth bombers into the middle of a 1k+ person fight where we proceeded to do bombing runs on our enemies
An older image where we were in a battle consisting of about 1.7k people and were punted onto enemy dreadnoughts while in interceptor frigates.
These next two links are to albums of pictures I took while I was part of my old EVE corp. I did a couple articles back on b.net where I linked to them.

Like Nuka said, Yutaka seems rather invisible most of the time. I'm not sure how much moderating I've actually seen him do... ever. Although he does do the podcast stuff, maybe he should just be whatever the new Monitor role is instead.
None of them have done anything like Kiyo did, so I guess that's a plus >.>
I really wouldn't mind if they all stayed aboard and got better with experience. I think the decision to let them stay or go should just happen already, it's dragging on long enough already.
I need to check with the Master Ninjas to get their opinions before that happens. It'll happen soon, I hope.
