Cartoon is a general term. Anime is just Japanese cartoons, but anime has a distinct style. Wanime is American cartoons that emulate the Japanese style.

What's Rebuild?
The rebuilds are a series of 4 movies that do an alternate telling of Evangelion. About halfway through the second movie the story splits off from the TV series and goes in its own and completely different direction.
Especially movie 3.
The OST is also miles better than the original.

They're a bit divisive. Some people (like me) really like them, other people hate them for not being an exact retelling of the original show.
