If you've read the VN the UBW adaptation was pretty good since you can pick up on a lot of the subtle story telling. If you haven't you might be a little lost since it's the middle part of a 3 part VN.

Part 1 was given away for free in Japan so it assumes you've read it and part three is getting a movie adaptation.

Serious question to anyone that knows about this issue: why would this be in the game? The rest is mostly harmless JRPG sexbait but the sister thing isn't just a glitch or something, they actually wrote suggestive dialog.

While this seems weird in the west, in the east this isn't a big deal. It simply comes down to difference between cultures. That and literal translations from Japanese are usually pretty blunt. A word can have a different meaning just depending on how it's said and these translations come from redditors with an undisclosed familiarity with the language.

It's kind of sexual, borderline pedophilia with a child. I don't really know what to say. It's not that bad, but it's creepy as fuck. I'd censor it honestly.

I get how people see Nintendo as good wholesome family entertainment though, their main franchises (mario and pokemon) are all family friendly. However they aren't afraid to delve into more mature settings for their other games. Not that I'd say something like head patting is intimate in a sexual sense.
If you read the dialogue associated with the scenes, it's very clear that they're meant to create some sort of sexual heat.

You're likely talking about some of the S-rank quotes though. These only come from the person you're married to and some characters are more personal than others. Most of it just really corny or cheesy romance stuff. Again it was an optional feature just like pokemon amie so it's not like you're forced to use it.

I will say that Japanese is kind of blunt when translated directly, however it's the job of the localization team to convey the meaning of what's being said. To quote Filthy Frank as an example, えっち しようぜ can range from "hey you wanna fool around a little?" to full on tentacle rape cry depending on how it's said.

My concern is whether IS just considered it a necessary change in North America, or that they were afraid of the result if it was still included.

The change was made by the localization team. To my knowledge IS didn't have a say in the matter.

Once something is in a game, book, or movie leave it in there. Don't remove a head patting mini game because it offends some random localizers delicate sensibilities. The market will decide if it's a valuable feature or not. If it is it'll return, if it isn't it wont.
