The Meta spam was around for an hour before it got even posted in by a mod.
Due to the fact that we don't actually have a policy against spam there was a discussion going on about what to do about it. We came to a conclusion, acted accordingly and it's now being implemented forum wide. The complaints about "anime spam" have been around for months without any recourse. No one is saying you can't post anime gifs (fuck I do it myself) it's just that you can't spam pages worth of them to derail threads. I'm not talking about a specific thread either. I'm just saying in general. I have no idea what thread you were referring to earlier, but if it really is a thread that has no purpose and is just random shit then spamming anime gifs in it would not be counted as "derailment" in my opinion. Remember this is not solely against anime. People derailing a thread with spiderman or cucumber spam would also fall under this as well. Also just because it says someone is online doesn't mean they're online. I leave my computer on pretty much all day even if I'm not even home.

That happened as a knee jerk reaction to the 9/11 attacks. Even though President Bush did come out and try to tell people not to blame Muslims for the attacks and not to discriminate against them certain political and religious groups used the opportunity to push their fucked up agendas by using the FUD surrounding Arabs and Islam at the time. In the US atheists are actually the most discriminated against group as tolerance for all religions has increased quite a bit in the last 30 years. Though nobody actually talks about the discrimination against atheists because the people with the largest megaphones are the ones who discriminate against Muslims.

Well in the US, the government is not allowed to give preference to any sort of religion so tax payer money can't be spent on that kind of stuff. The most you'll be able to get is religious history like in California where I believe it's a requirement to at least learn the basics of the three Abrahamic religions and how they affected western society as part of your middle school world history class. I don't know how other states handle it though.
