Legends is canon but very liberal with artistic license. Frankie himself has confirmed that there's a ridiculous amount of subtext and foreshadowing in Legends which we haven't come close to discovering [though we've come a ways since that comment].

I was going to say "all official, non retconned works contained within the franchise up until now" because that really makes a lot of sense to me, but then I realized something. I have been in so many debates with so many people, that the entire concept of Halo canon really doesn't even make any sense to me anymore. When I defend Halo 4 all I hear is "lmao 3fail3idiocy keep breaking canon." When I attack 343 all I hear is "but Bungie were the ones breaking canon!" When I defend Bungie Halo all I hear is "LOLREACH." And when I attack Bungie Halo all I hear is "lmao still canon unlike 3fail3's abominations!"

So I've gone for the simplest conclusion: Halo's canon doesn't exist. There is nothing canon in the Halo universe. It's just a series of, continual, moment-to-moment retcons that have always been self negating since their inception. Bungie and 343 never intended to tell a story with Halo, they were just trying to make sense of the canon in a universe that doesn't have any. It's just like Metal Gear, only Arbiter didn't do cartwheels like Raiden did.

Indeed we can see that this is what Destiny premises a lot of its story on. The Vex aren't just perpetrators of conscious representationalism, they're machines built by Bungie to understand the acausal Darkness that is the Halo canon. And instead when they try to analyze the subtext and try to find out what the canon is, they fall in line with the chaos and worship it. That's what the Vex were doing in the Black Garden: worshiping the absolute madness that was the Halo "canon."

tl;dr I accept everything officially made by Bungie and 343 that hasn't been retconned as canon for the Haloverse, though I like and dislike a lot of stuff from both companies.
