I see, I thought it was just good old Bethesda laziness. It's easily what they're best known for. So I'm guessing Sony didn't want to allow anything not made in the PS4 version of the CC? I would've taken that even, some of my favorite mods are mashed up vanilla resources, but I can understand why bethesda wouldn't bother at that rate.

i guess that's fair, but saying you captured the starters is even more of a stretch than the shiny glitch. you can catch shinies, you can't catch starters.
I also had one playthrough where every time I entered the Battle Tower my sixth Pokemon transformed into a bad egg. If verb says they don't appear naturally then fine, I guess, but I had two charmeleons a squirtle and a venusaur that I found near lilycove.

I had all three classic starters in my rugby team.
you can't capture any starter pokemon, ever. you are given them.
and you can't acquire any of the kanto starters outside of fire red/leaf green's starter system.
you may be thinking of the johto starters, which you can get in emerald after seeing over 200 pokemon, but even then, you only get one.
