But anyway, the kanji on the back of Eli's jacket says 'Liquid Man', his entire outfit is a call-back to Liquid's, he has a string of canine teeth around his neck (keep in mind Liquid hunted foxes and jackals), he's confirmed to be British, he jumps into a Metal Gear the same way Liquid did, he appears at the end of the most recent trailer just after Skull Face mentions Les Enfante Terrible alongside what appears to be an identical twin...if he isn't a young Liquid, he's Liquid's identical mini-me.In which case I want a Mini Gear Solid spinoff where Mini Snake battles Little Boss.

He was a weird jello-skeleton-thing when Snake sees his corpse. Later he gets pieces of Solidus grafted on to revive him. Presumably he's wearing Solidus' face at the end of GotP, which lacks the scars.
