Nah. It's just smaller so it feels like it's more crowded. Whiterun has people doing all sorts of stuff. It all feels pretty alive.
In lore, the big cities (Hold capitals) have a population of about 50,000. Dawnstar is one of the biggest ports in Tamriel, it should be one of the biggest cities rather than a small village.

Also what I find funny are the erebears. Even though the werebears are the most common type of transformation in Skyrim for the lore we still have the generic wolf version.

If I feel like it I might bring out my laptop. I just wish the combat system for the game wasn't so bland. It's nothing more than a hack and slash.
