Does Riverwood seem more developed, diverse or whatever term you want to use to?

I really can't explain what I'm asking. To me when you first walk into the town you see this community that seems more developed than the other locations in the game. You see people doing different things like their jobs, walking around or whatever. I know the other locations have people doing the same things but it seems like Riverwood is more developed around the people than the other locations. For example that city where the Companions is located at. There's people there but the city feels dead. It too damn empty unlike Riverwood which has the people that is based around its size. You don't see the amount of people doing things like you should.

Yeah Riverwood is just more proportionate with how big it is to how many people there are.
Whiterun is bigger but doesn't have a big enough increase in population to not look strange and empty.

"flaming nipple chops"-Your host, the man they call Ghost.

To say, 'nothing is true', is to realize that the foundations of society are fragile, and that we must be the shepherds of our own civilization. To say, 'everything is permitted', is to understand that we are the architects of our actions, and that we must live with their consequences, whether glorious or tragic.
Nah. It's just smaller so it feels like it's more crowded. Whiterun has people doing all sorts of stuff. It all feels pretty alive.
I always felt like Whiterun was pretty small and empty for its size/purpose. All the hastily build retaining/fortress walls annoyed me too.

Parts of Whiterun might feel alive but even then there still isn't all that many people for its size. The place feels dead. There should be more people working, walking around or socializing. Even with Riverwood being smaller the people there are setup to be proportionate with the area. No other location in the game seems like the people of it are based around the size of the area. There's an area that's the same size of Riverwood and that has less people and less people doing things.

In lore, the big cities (Hold capitals) have a population of about 50,000. Dawnstar is one of the biggest ports in Tamriel, it should be one of the biggest cities rather than a small village.

Damn, for real?

I couldn't even imagine that in context of a game world.

I guess 97% of the population's died of Knahaten Flu again.

Solstheim also has another 2 or 3 towns on it. If only the game could handle more NPCs...

You would think since the city takes place inside a loading screen it would be bigger and more populated than what it is. Also what I find funny are the erebears. Even though the werebears are the most common type of transformation in Skyrim for the lore we still have the generic wolf version.

The angel agreed to trade a set of white wings for the head of another demon. Overjoyed, the demon killed one of his own and plucked the head right off its still-warm body.

The angel then led the demon to heaven, where he underwent centuries of the cruelest tortures imaginable. Finally, the pain was so great that he lost consciousness - at which point his dark wings turned the promised shade of white.

To me they went with the wolfs simply because it's mainstream and that DLC for Morrowind. For that DLC you can turn into a wolf so the only thing they have to do is slightly redesign the model. So there's no no designs that are involved for it. After Morrowind it does seem like they got lazier. The dungeons and caves are on tracks, the guilds all fallow the same story structure and for the enemies there's hardly any creative ones. Now we have generic things like wolfs instead of some made up version of a wolf.

That's pretty much Skyrim in a nutshell. It's pretty damn sad when it's up to the community to end up making mods for the game to be more like a game or RPG like.

I know several mods that add new npcs.

This one expands all the 5 major capitals with new buildings and a few new npcs:
http://www.nexusmods.com/skyrim/mods/58275/?

This one expands all small villages with more buildings, npcs and new textures:
http://www.nexusmods.com/skyrim/mods/13608/?

This one adds 94 unique custom-voiced npcs to all towns. Quality varies, but generally on par with bethesda's voice acting:
http://www.nexusmods.com/skyrim/mods/36334/?

This one adds 250 unique-custom voiced npcs all over the place and over 50 quests, dips here and there but has some really well-develpoed characters:
http://www.nexusmods.com/skyrim/mods/8429/?

This one adds patrols of dawnguard, soldiers, and bandits to the roads, as well as a bunch of random travelers and peddlers:
http://www.nexusmods.com/skyrim/mods/12977/?

This adds several battles between rival factions, so you'll actually get to see the civil war happening outside the main quest:
http://www.nexusmods.com/skyrim/mods/9494/?

This one adds random generic npcs, but I don't use it since combining it with the others above could blow up my laptop.

I have/had a few gore mods that kind of spiced things up a bit, and there are some other combat overhauls that make fighting a little bit more strategic in terms of what you do to fight/survive rather than just spamming the slash buttons like a monkey >.>

I'm still not entirely decided on if it was a mod I liked or not, but it did make combat quite a bit better <.<
I can't remember the name of it though, so I'll go and dig up the NMM thing soon and find out.

Crimson Tide is still one of the best gore mods, gory dismemberment would be great if it didn't make the game run like shit.

I personally didn't think duel made enough of a difference, I use Ultimate Combat: http://www.nexusmods.com/skyrim/mods/36006/?
Combined with Combat Evolved:
http://www.nexusmods.com/skyrim/mods/56147/?

I also recently started set up my game with PerMa, which also overhauls the weapons by adding unique effects to new class types among a ton of other stuff, but it can be a pain in the ass to install since it uses a skyproc patcher that will not work properly if you have an incompatible mod installed (they're constantly updating the compatibility xml):
http://www.nexusmods.com/skyrim/mods/59849/?

Also, some people might prefer Enhanced Blood Textures instead of Crimson tide, only a matter of personal taste:
http://www.nexusmods.com/skyrim/mods/12798/?
