Not even a fan of the manga but didn't the writers intentionally make the characters racially ambiguous to reflect how out of touch with humanity they are?

But I guess if the only integral feature of a character you care about is their race then that doesn't really enter your mind though, does it.

It's like the people who made this video didn't even watch the movie/read the manga/know anything about Section 9. GiTS is a global story that can put the protagonists into any type of body; The title crawl of the original movie shows the body being designed in a factgory, clearly artificial. The fact that she's just a robot is literally the crux of the story. There's no "nationality" to the robot bodies of Section 9.

Japan is notorious for being against whatever the PC-crowd is upset over. The Kimono industry is dying and Japan doesn't give two shits what their cultural garments are used for so long as there's still a market for it. They'd rather have appropriated "Japanese tea parties" for kids with a Kimono to sell to white families because to them it's better than not having any at all. Game developers are also known for this, a lot of games don't get localized/ported because the devs don't want to butcher their content to appease a crowd that wont play it anyways.

It seems to be Marvel's strategy for keeping up with DC's infinitely better written stories these days. If they appeal to enough minorities then at least one series is bound to sell, right?
