Between two similarly-qualified people, sure. But if I'm applying to be a pharmacist, and I have an overflowing amount of knowledge on the subject, I'm not going to miss the job because the next guy in line can tell a story about the time he fixed a rotary phone.
It's usually never applicable because you need a specialist, or a specialist is at least preferred.
