Ignoring what just happened...

I have made these avatars for you.
Your current one is harsh on the eyes imo, so I went ahead and made new versions with smoother edges and more fluid colouring.

I don't think I have a program for that.
My only experience with gifs is video -> gif and frame by frame animations.
I'm sure somebody on the forum has aftereffects though.
