With GRRM's stance on almost every topic covered being extremely negative (and these feelings are very apparent in ASOIAF), I'd be inclined to say no one will "win" the game of thrones. His whole thing is that war, feudalism and stuff are shit and nobody gets anything good out of them so it would be weird for the end result to be that someone is placed on the iron throne and wins via all that.

By the end of the series, feudalism will be ended and Littlefinger will be the leader of the new Westeros. I've generally seen him as a means to an end for Sansa, and she does have power over him right now considering she saved him from execution by lying about Lysa's death. I lean towards him getting killed at some point.
